Child safety standards
Last updated: October 4, 2026
These are the standards of Murmurline (the website murmurline.chat and the Murmurline app for Android, published by Murmurline) against child sexual abuse and exploitation (CSAE). They apply to everyone who uses the service.
Adults only
Murmurline is for people aged 18 and over. Anyone under 18 is not allowed to use it, and every user confirms they are an adult before their first chat. On Google Play the app is restricted to adults.
Zero tolerance
The following are prohibited and lead to removal from the service:
- Sharing, requesting, or linking to child sexual abuse material (CSAM), including drawn, generated or edited images.
- Any sexual conversation with, or sexualisation of, a person who is or appears to be under 18.
- Grooming: building contact with a minor in order to exploit them, or asking a minor to move to another platform, send images, or meet.
- Sextortion, trafficking, or any other exploitation or endangerment of a child.
The same rules are part of our Terms of Service.
How to report
- In a chat: press Report (in the app: the menu in the top corner of the chat, then Report). It ends the chat and flags the other person's connection straight away.
- By email: write to support@murmurline.chat with the subject "Child safety". Tell us what happened and when, and include anything you saved. This is how we get the details we need to act and to report to the authorities, because we cannot read chats ourselves.
- A sticker pack in the public library: use Report on the pack.
If a child is in immediate danger, contact your local emergency services first.
What we do
- A reported connection is flagged and put in a timeout; repeated reports lead to longer blocks.
- Anything published to the public sticker library is reviewed by a person before it appears. Prohibited material is rejected and removed, and reported packs are taken down.
- When we become aware of CSAM or the exploitation of a child, we remove what we can, block the source, and report it to the relevant authorities with the information we hold: in India through the National Cyber Crime Reporting Portal (cybercrime.gov.in), and elsewhere to the national authority or to the National Center for Missing & Exploited Children (NCMEC).
- We comply with applicable child safety laws and cooperate with lawful requests from law enforcement.
What we can and cannot see
Chats on Murmurline are end-to-end encrypted, so our server cannot read or scan messages or images sent between two people (see how encryption works). Protection is therefore built where it can work:
- each person's own device checks the messages it sends and receives against abusive patterns, and can report and end a chat automatically;
- images from a stranger stay blurred until you choose to see them;
- Report is always one or two taps away;
- everything public (the sticker library) is reviewed before it is shown.
Because we cannot see chat content, reports from users are essential. Please use them.
